In my opinion the main difference in the achievements lays in the characteristics of the issues. The Montreal Protocol is dealing with the protection of the Ozone Layer and is characterized by a strict timetable that comprhend the complete cut in the consumption AND production of CFCs first, then HCFCs. So a concrete and defined problem with precise causes. On the other hand UNFCCC regime is dealing with a much broader issue caused by the very existence of “industrialized humankind”. The way we live, the energies that supply our society and our industry are at stake. The change and the commitment demanded both to governments and people is huge.
